رئيس مجلس السيادة يخاطب القمة الرئاسية الإفتراضية – النداء العالمي لقمة المستقبل

شارك السيد رئيس مجلس السيادة الفريق أول ركن عبدالفتاح البرهان في القمة الرئاسية الإفتراضية “النداء العالمي لقمة المستقبل”، المعني بمناقشة مواقف ورؤى الدول استعداداً لقمة المستقبل المقرر انعقادها بالأمم المتحدة يومي 22 و23 سبتمبر الجاري، وهي القمة التي تهدف إلى وضع ميثاق دولي للمستقبل، يتناول موضوعات التنمية المستدامة، والسلم والأمن الدوليين، والعلوم والتكنولوجيا والابتكار.

وقد ألقى رئيس مجلس السيادة كلمة السودان خلال ذلك الحدث الدولي، التي تضمنت العديد من المحاور ، وفيما يلي نص الكلمة:

كلمـة السيـد رئيــس مجلــس السيــادة

في قمة النداء العالمي للمستقبل إفتراضياً

إنه لمن بواعث الأمل أن أخاطبكم اليوم في هذه القمة التاريخية حول مستقبل التعاون العالمي ، نحن في السودان نقف اليوم على أعتاب مرحلة جديدة في ظل معاناه المواطنين من ويلات الحرب التي فُرضت عليهم ونرى في هذه القمة فرصة لإعادة الثقة في منظومة الأمم المتحدة لتعزيز التعاون الدولي .

إن ميثاق المستقبل الذي نسعى لصياغته اليوم يجب أن يكون بمثابة خارطة طريق للدول التي تعاني من النزاعات بسبب تدخل بعض الدول في شؤونها الداخلية ونحتاج إلى إلتزام دولي قوي لمنع ذلك التدخل وتجريم ومحاسبة من يقوم بذلك .

أولاً : نرى أن يتضمن الميثاق آليات فعالة لمحاسبة الدول التي تثير النزاعات وإتخاذ إجراءات لحماية الدول من إستفحال هذه النزاعات .

ثانياً : نؤكد على أهمية العدالة الإنتقالية والمصالحة الوطنية ، حيث يجب أن يوفر الميثاق إطاراً لدعم هذه العمليات مع إحترام خصوصيات كل دولة .

ثالثاً : نحتاج إلى دعم دولي في بناء مؤسسات قومية قوية وتجربتنا في السودان أثبتت أن المؤسسية هي الضمانة الحقيقية للإستقرار والتنمية .

رابعاً : يجب التركيز على تمكين النساء والشباب وإشراكهم في عملية إعادة البناء ، لهذه القطاعات الحية وهم رصيد التغيير الحقيقي ، ونحتاج إلى برامج دولية لدعم تعليمهم وتدريبهم .

خامساً : نؤكد على أهمية التعاون الإقليمي والدولي في مكافحة الإرهاب والجريمة المنظمة ، هذه التحديات لا تعرف حدوداً ، ونحن بحاجة إلى جهد عالمي منسق لمواجهة الإرهاب العرقي المتعالي الذي يستهدف الدولة والبني التحتية والمرافق الخدمية والصحية في بلادنا .

سادساً : ندعو إلى تعزيز التعاون في مجال الإبتكار والبحث العلمي ، خاصة في مجالات الزراعة والطاقة المتجددة هذه المجالات حيوية لتحقيق التنمية المستدامة في السودان والتي بالضرورة ستتأثر بفعل التغير المناخي وأثر حرب العدوان على إقتصاد البلاد .

وأخيراً ، نؤكد على أهمية إحترام سيادة الدول مع تعزيز المسؤولية المشتركة ، ونحن في السودان نتطلع إلى دعم دولي يحترم خياراتنا الوطنية ويساعدنا على النهوض من جديد ، وتحقيق السلام المستدام عبر الملكية الوطنية .

فخامة الرئيس ، إن تجربة السودان في تجاوز مرحلة الحرب وما بعدها تمثل إختباراً حقيقياً لفعالية التعاون الدولي ، دعونا نجعل من هذا الميثاق أداة فعالة لمساعدة الدول للخروج من النزاعات لبناء مستقبل أفضل ، إن نجاحنا في السودان سيكون نجاحاً للمجتمع الدولي بأسره .

*Speech of the President of the Transitional Sovereignty Council at the Virtual Global Call for the Future Summit*

It is a source of hope that we meet today at this historic summit on global cooperation،
We in Sudan stand today on the threshold of a new phase in light of the suffering of citizens from the ravages of war imposed on them، and we believe this summit is an opportunity to revitalize the confidence on the UN system to enhance the international cooperation.
The Charter for the Future that we are seeking to formulate today shall serve as a roadmap for the countries suffering from conflicts resulting from the interference of some countries in their domestic affairs. We need a strong international charter to prevent such interference and to punish and hold accountable those who carry it out.
Firstly, we believe that the Charter should include effective mechanisms to hold accountable the countries that initiate conflicts and to take measures to protect the affected countries from these conflicts.

Secondly, we stress the importance of transitional justice and national reconciliation, as the Charter must provide a framework to support these processes while respecting the specificities of each country.

Thirdly, we need international support to build strong national institutions, and our experience in Sudan has proven that institutions are the real guarantee of security and development.

Fourthly, we must focus on youth and women and involve them in the process of rebuilding these vital sectors. They are the pillar of real change, and we need international support to educate and train them.
Fifthly, we stress the importance of regional and international cooperation to combat terrorism and organized crime, because these are challenges that know no borders, and we need a coordinated global effort to confront the rising ethnic terrorism that targets the state, its infrastructure, and health and service facilities in our country.
Sixth: We call for enhancing cooperation in the field of innovation and scientific research, especially in the fields of agriculture and renewable energy, as these are vital areas for achieving sustainable development in Sudan, which will necessarily be affected by climate change and the impact of the war of aggression on the country’s economy.

Finally, we stress the importance of respecting the sovereignty of states while enhancing shared responsibility. We in Sudan look forward to international support that respects our national choices and helps us rise again and achieve sustainable peace through national ownership.

Your Excellency, Sudan’s experience in overcoming the war and its aftermath represents a real test of the effectiveness of international cooperation, so let us make this charter an effective tool to help countries emerge from conflicts to build a better future, and our success in Sudan will be a success for the entire International community. Thank you, Mr. President, and peace and God’s mercy be upon you
